Wall Coat Rack for Sale | Wall Mounted Coat Rack

Any help would be appreciated. I building a wine rack and I can’t remember if you are supposed to use steel wool to rub down the wood before or after you lacquer? I have already put two coats of stain on Please help

i took a black wrought iron vertical wine rack and spray painted it off-white (wrong!), and now want to restore it to the original black iron. is it possible to remove the spray paint? the circles are intricate — can it be ‘dipped’ in something? i sprayed it with two coats.– thx
